Black Ship Pirate Stout recipe mistake?

    Looking for a little input on a recipe I just made. I tried the Black Ship Pirate Stout from Randy Mosher's Radical Brewing. My question is the hops addition portion, which calls for:

    1 oz Willamette at 90"
    1.25 oz Willamette at 90"
    2 oz Styrian Goldings at 30"

    I thought two separate lines for the Willamette at 90" was odd, but followed the recipe as printed. And and the wort, at least, is extremely bitter. Not hoppy, astringent. I'm now convinced the timing for the second hops addition is wrong. But what should it be? 60'? 45"? Even 30" with the Goldings? Any insight or suggestions would be appreciated.

    I screwed something else up and will be starting over, but want to get this figured out first. (I sent Randy an email through his website, but haven't heard back. Also, the errata for the book doesn't list anything on this recipe.)
